à= the definite article "a" (the) + the preposition a (to).
For example: I am going to the store. Eu vou à loja. Há= verb haver (With the meaning "there to be", the present form of haver either for singular or for plural.) There is a book here. Há um livro aqui. There are some books here. Há alguns livros aqui. Since the h is always silent in Portuguese, both words have same pronunciation. ( "a", as in fAther)
